Mayor Jordan’s statement on municipal amalgamation in Niagara

To our Grimsby Community,

I want to take a moment to share with the people of Grimsby where I stand. As your Mayor, I believe it’s important to be transparent about discussions that could shape the future of our community. 

In response to the Regional Chair’s request for feedback on potential amalgamation, I recognize the value of exploring efficiencies that could streamline operations and help maintain affordable tax rates for residents. At the same time, I remain committed to ensuring that any conversation about change, keeps Grimsby’s unique identity, priorities, and long-term interests at the forefront.

At this stage, the information available does not provide enough detail to determine what is truly in the best interest of Grimsby. We need clear, comprehensive data on service delivery impacts, financial implications, governance structures, and logistical considerations before taking a firm stance. The options shared so far outline only two structural models and do not reflect the broader range of possibilities that should be thoughtfully explored. Our community deserves a decision grounded in evidence, transparency, and a full understanding of the long-term implications.

It is vital that the Province publicly releases all relevant reports and data, including the 2019 Seiling‑Fenn Report, to support transparent, informed dialogue. I am supportive of reviewing governance at the upper-tier level, provided there is data to support controlled costs for taxpayers and true increased efficiencies. Historical data shows that amalgamations cost the taxpayer more, not less.

The timing of this review is concerning, particularly with the 2026 municipal election approaching. Any discussion about amalgamation must begin with meaningful engagement of the people who call Grimsby home. Their voices and lived experiences must shape this conversation. To ensure transparent public consultation, I support the Province issuing direction to place the question of amalgamation directly on the 2026 municipal ballot. This would give residents a clear, formal opportunity to express their views and ensure any decision reflects the will of the community.

The Province must also allow adequate time for thoughtful evaluation of any structural reforms, ensuring decisions of this magnitude are guided by evidence, meaningful engagement, and the long-term interests of Grimsby. Any alterations to lower-tier governance must protect the character of our community and include a multi-year implementation plan to support careful planning and continuity.

Lastly, I want to emphasize that Grimsby has a strong and healthy financial track record that demonstrates the ability to stand confidently on our own. Through prudent fiscal management, responsible long-term planning, and a continued commitment to affordability, we have positioned ourselves as a financially stable and well-governed municipality. Our record reflects careful stewardship of taxpayer dollars and reinforces that Grimsby is capable of shaping its own future from a position of strength.

I stand firmly with our residents, our community partners, and our local businesses. We must remain steadfast in protecting our Town’s unique character and sense of community. Any decision about our future must clearly and demonstrably strengthen Grimsby. My responsibility, and my promise, is to always act in the best interests of Grimsby and the people who call it home.
