Infill Lot Grading

Municipal standards and the Ontario Building Code ensure that buildings are located and building sites are graded to effectively manage surface water, minimizing its accumulation against building assemblies and preventing adverse impacts on adjacent properties. Surface water must be directed away from buildings through proper grading and drainage systems unless the structure is specifically designed to resist hydrostatic pressure or it can be demonstrated that the absence of drainage will not compromise occupant health, building use, or system operation. Drainage should ultimately lead to a municipal system, ditch, swale, or other approved water management solution, following recognized design practices such as the Rational Method of Stormwater Design or other methods approved by the Town of Grimsby Building Division.

It is crucial for the owner/builder of the infill lot to retain a professional grading consultant with experience and expertise in drainage and site grading.

A grading consultant must be able to:

  1. Prepare, sign and seal a site-grading plan for inclusion with the building permit application, in conformance with the requirements set out by the building department for infill building, clearly demonstrating that no new instances of ponding will occur on the subject property and neighboring lots.
  2. Provide a professionally conducted field review to ensure information on the Site Grading Plan is consistent to reality.
  3. Issue a notice to the Grimsby building department upon completion of final grades, being sure to submit an Authorized Agent Form, ensuring that a grading consultant has been retained to perform said duties.

A Grading Consultant can be defined as a professional in one of the following fields:

  1. An Engineer registered as a member of the Professional Engineers of Ontario;
  2. An Ontario Land Surveyor;
  3. A member of the Ontario Association of Landscape Architects;
  4. An Architect registered as a member of the Ontario Association of Architects;
  5. A certified member of OACETT or AATO

Any retained grading consultant who does not fall under any of these five categories fails to meet the qualifications needed to be considered as a liable grading consultant in the Town of Grimsby.
