Niagara Region moves into the Grey/Lockdown Level for Covid-19 Response effective Sat Dec 26 at 12:01 am.

On Mon Dec 21 the Ontario government announced that they will be moving to a provincewide shutdown beginning on Sat Dec 26 at 12:01 am.  The shutdown will last for at least 28 days for all southern Ontario communities.

Below are some key impacts related to the grey/lockdown level:

Municipal Operations Impact

  • Museum and Art Gallery will be closed to the public
  • Peach King Centre will be closed to the public, we will be keeping the ice in for the time being
  • Livingston Activity Centre will be closed to the public, but will continue to be used for Blood Donor Clinics
  • Library will continue with curb side pickups and they will be closed for browsing
  • Outdoor rink is planned to open early January, it will be ‘rentable’ for a 50 min time period for a household, the rink will be kept closed when not booked for a rental.  There will be no fee to use the rink.

 Gatherings and public events

  • No indoor organized public events and social gatherings, except with members of the same household
    • Individuals who live alone, including seniors, may consider having exclusive, close contact with another household to help reduce the negative impacts of social isolation
  • Limit for outdoor organized public events and social gatherings, physical distancing can be maintained:
    • 10 people outdoors
  • Limits for religious services rites or ceremonies, including wedding services and funeral services, where physical distancing can be maintained (applies in any venue other than a private dwelling):
    • 10 people indoors
    • 10 people outdoors
  • Virtual and drive-in events and religious services, rites or ceremonies permitted

Restaurants, Bars, Food and Drink

  • Indoor and outdoor service prohibited
  • Take out, drive through and delivery permitted, including alcohol

 Sports and recreational facilities

  • Community centres, multi-purpose facilities and indoor sports and recreation are closed.  These facilities are allowed to be open for child care services, day camps, social services only
  • Outdoor recreational amenities (for example, ice rinks, parks, playgrounds, basketball courts, snow trails) open with restrictions (for example, no team sports)


  • Retail generally permitted to be open for curbside pick-up or delivery only (in-person retail shopping not permitted) with some exceptions:
    • Supermarkets, grocery stores, convenience stores, hardware stores, other retailers selling groceries, beer and wine and liquor stores, pharmacies, safety supply stores and pet supply stores permitted to be open for in-person shopping
    • 50% capacity limits where in-person shopping is permitted
    • Motor/recreational vehicle sales permitted to be open for in-person shopping by appointment only and other restrictions
    • Garden centres, plant nurseries: indoor by appointment. Permitted if public remains outdoors or by curbside pick-up or delivery
    • Outdoor markets, including farmer’s markets and holiday markets, permitted with restrictions

Boarding Kennels and stables

  • Permitted to open for animal’s owner, or their representative, to visit the animal, assist in the care or feeding of the animal or, as applicable, ride the animal

 Household Services remain open

  • Domestic and cleaning and maintenance services permitted, including:
  • housekeepers, cooks, maids and butlers
  • personal affairs management
  • nanny services and babysitters
  • other domestic personnel
  • house cleaning

The following are closed for public use

  • Museums and Art Galleries (virtual programming only)
  • Personal care services
  • Casinos, bingo halls and gaming establishments
  • Cinemas (except for drive-in cinemas)
  • Performing arts centres (permitted to rehearse or provide drive in performance)
  • Amusement parks, water parks
  • Bathhouses and sex clubs
  • In person driving instruction
  • Tour and guide services
  • Real estate open houses (property showings by appointment only)
